An Owner Organisation can be defined as any organisation that owns and operates assets for business gain be it profit or non-profit driven. Any business improvement idea must be conceptualised and specified such that a project execution company can design and implement the project. This business development, of conceptualisation and specification development of the opportunity is the task of the in-house owner project team and cannot easily be performed by an outside company.

Once the specification is developed the owner project team needs to ensure delivery of the new business venture as per the specification by
effective stakeholder management
co-ordinating the efforts of the various teams both within the owner organisation and with the outside engineering and project management companies involved
and applying the necessary governance.
The owner project team is the only point in the organisation where all the project aspects and overall business goals come together and the overall business goals are fully comprehended.

The Owner Project Team in accountable to ensure that the eventual new venture meets all the business goals as approved in the board application and Final Investment Decision.
